Eoghan is the founder and Managing Director of EPD QS Solutions Ltd, which he established in 2007. He brings over 30 years of experience in the construction industry, having started working on construction sites in 1993 as a groundworks operative and machine operator before progressing through quantity surveying, contracts management and senior commercial leadership roles, including previous positions as Operations Director of a civil engineering company and Managing Director of a house-building company.
His career spans pharmaceutical manufacturing facilities, data centres, motorways, airports, rail, power transmission and distribution, windfarms, solar farms, gas and water pipelines, waste-to-energy and wastewater treatment, healthcare, education, commercial and residential developments across the UK, Ireland and mainland Europe. He has delivered commercial leadership on projects ranging from £500k to over £2 billion under NEC, JCT, FIDIC and IChemE forms of contract, including major dual-carriageway and bus corridor schemes, multi-year water utility frameworks, cross-country gas transmission pipelines, electrical infrastructure connecting offshore wind generation to the grid, and large-scale data centre fit-outs.
A Fellow of the Royal Institution of Chartered Surveyors (FRICS), a Fellow of the Chartered Institute of Arbitrators (FCIArb) and a Member of the Chartered Institute of Building (MCIOB), Eoghan is a Chartered Quantity Surveyor and Chartered Construction Manager. He is also a member of the Society of Construction Law and the Adjudication Society, and a previous Treasurer and current committee member of the CIArb Northern Ireland Chapter.
Eoghan is a qualified Construction Adjudicator and a certified Expert Witness. He has been appointed as Adjudicator and as Arbitrator by recognised nominating bodies and acts regularly as party representative in adjudication, arbitration and mediation. He has particular expertise in delay and disruption quantum claims prepared to internationally recognised good-practice standards, NEC contract administration, change management and the preparation of expert reports.
Through EPD QS Solutions Ltd, Eoghan and his team provide party representation in adjudications, expert witness reports, quantum and delay analysis, commercial and contract management, contract governance reviews, NEC training and project management services to contractors, employers and professional teams.
